Option 1: are you above threshold targets?
Companies who are new to the regulations can struggle to get a feel as to whether they are over the 50 tonnes threshold of packaging handled in a calendar year. Many companies are suprised at how much packaging is actually being handled once they are guided through the data handling process.
Businesses obligated under the regulations will exceed two threshold tests and will carry out certain activities on packaging. Both threshold tests must be satisfied if a business is to be obligated.
The two threshold tests are as follows:
- Turnover more that £2 million?
- Handle packaging? If so, more than 50 tonnes per year of packaging?
If the two above thresholds are met then the following questions need to be answered:
- What activities do you carry out on the packaging or packaging materials?
- Do you own the packaging or packaging materials?
- Do you supply it to another stage in the chain, or the final user of the packaging?
The answers to these questions will help determine whether you are a producer for the purposes of the regulations. It can be difficult to determine the amount of packaging handled and the relevant authorities will want to see data on type of packaging materials, weights of packaging in tones, activities performed on the packaging and whether the activity was in the UK or if there was the added complexity of imports and exports.
